Sound echo wathcing TV with ATI and SB 5.1

This just happened the other day, according to my son, and I just noticed it this morning. When watching cable TV with my Radeon 8500 All In Wonder and Sound Blaster 5.1 there is an echo in the sound. Feels like I'm in a stadium while they announce the lineups for the game. It's almost like I am getting two audio feeds at the same time - one real time and the other 1/2 second later.

Any ideas?

I know Creative Labs has those EAX effects. There are certain ones that create an echo like that. On my other PC, if I have the effects set on "EAX Games" it sounds fine when I'm gaming, but when I'm doing anything else, I get a bad echo.
