regedit is the tool to edit your registry (regedt32 is preffered though)
registry holds pretty much every configuration option available on your computer. in w3.11 the job of registry was done by .ini files.

start->run->regedit/regedt32
-M
//edit: But, umm. I wouldn't suggest editing it, you can mess your computer up totally by doing something wrong.

Click 'Start' and then 'Run'.
Type in "regedit" and hit 'Enter'.

Be careful making changes. What kind of "tweaks" are you wanting to make?

First thing you should probably do after opening Regedit is, from the drop down menu, do REGISTRY / EXPORT REGISTRY FILE and check ALL. This will save a backup of your current Registry just in case you screw anything up.

The Registry is a dangerous place to visit. Learn all you can about getting out of trouble before you enter. One place you can get information is http://www.winguides.com/registry/

Good Luck!
