WinNT derivatives offer a command line interface capable of executing most DOS programs.
Start->Run->type COMMAND->hit enter
It can be used for a variety of DOS purposes, though certian features may not work without serious modification, such as DOS-level sound. Seems I need to click submit a little more quickly.

technically, no.
there is a dos command shell you can run within XP. and then there's the recovery console (which looks like dos), but is not. |

You can always use a virtual machine to run DOS on WinNT if required. Bochs (open source), Virtual PC (commercial), and VMware (commercial) all work great for this purpose. |

Yeah, he should be fine. Most DOS programming tools (IDE, compiler, linker, etc.) will work fine with the WinNT command line interface. |
