Edit a .gif help

Hi,

Im in need of some help, i need to edit a clickable map gif and i don't have the expertise to do it.

the map at the moment is

and also located on a test page here:

What i need is to:

1. change the color of the map to a gloss black
2. have the state abbreviated letters, and state borders translucent
3. have all the white area around the continent also translucent
4. keep the map size (481 X 315 pixels) the same since we already have the code for the clicks in place
