This guy is going to charge me $50.00 to make a business logo for me. Will I be happy at that price?

Unless you can do it yourself, you'd better be happy! 
If he's a pro, he'll make you up some proofs and discuss what you want, then come back with some more proofs before designing the final. But for work like that, I'd expect to pay a couple of hundred bucks at least.

Don't pay him first, or pay him half. Once he has your money, he'll be less bothered about how much work he needs to put in. By paying him afterwards your making him work for it.
