Can you design a character in Flash??

Hey guys,

just wanted to know, since I'll be starting a course in Adobe Flash, when one wants to create a moving character in Flash, do I need to create the character itself in Flash as well, or do I need to create it outside Flash, and if so, with what??

I am pretty sure you can do both

I know you can make simple characters in flash

let's say I want to create a simple run and shoot game, where the characters move, all of them, is that possible in Flash??? the drawing of it too??
But the characters would need to have a nice level of detail, as in you can make out the face and also a smooth motion of the character.

Can you give me a hint as to what direction to look in??
