Making a scalable moon in Photoshop 6 using vector circle

I am stumped photoshop experts.Circles made with the ellipse tool have rough edges as you scale up and down requiring editing. I want to make a scalable moon using a vector circle to add to photos. I want to make a vector circle because it will scale cleanly as I make it larger or smaller to fit an image. Creating the circle as a vector in PS6 is easy...filling the circle with a moon from another layer is where I am stumped. How can I fill the empty vector circle with a moon isolated on another layer?

Instead of using that vector circle on it's own layer, use it to make a vector mask on your moon layer.

I created the vector circle on the moon layer but still can't find a way to combine them. The vector circle remains a solid color even if I combine the layers or try to move the circle onto the moon. Can you provide some guidance with the steps necessary?
