| Giving Jpg Map qualities.
Below is what I am tryin to do using Flex. Instead of using a generated map i want to give a designed map, navigation controls.
I have a map drawn out using a photo editing program and want to use it as a background image map for a program with just pan capability(dont need to zoom). I want it to be able to search for locations on the map and click on sections of the image and bring up information on them

But i dont have the map facility url. It uses a ArcGISTiledMapServiceLayer class and that requires the map url. I was wondering would any one have any idea on what i can do. should i embed coordinates behind the jpg? i know the class requires a lot more than an image so would there be another class that would be more suiting?
