First, the stuff you see on TV, CSI, NCIS... etc, is mostly fictitious.
The problem is with the original photo... there are only a fixed number if pixels to work with. Just blowing them up will create a file that is progressively harder to view. Unless you have access to extremely expensive equipment and software, something like Irfanview
with it's built-in Lanczos filter will be the best you can do...
