Need software that will help me make pictures bigger

What I am look for. You know police use software to make video show face more bigger?

I have picture which is important to me but hard to see faces so I am try figure how to make bigger and not destroy quality

First, the stuff you see on TV, CSI, NCIS... etc, is mostly fictitious.
The problem is with the original photo... there are only a fixed number if pixels to work with. Just blowing them up will create a file that is progressively harder to view. Unless you have access to extremely expensive equipment and software, something like Irfanview
with it's built-in Lanczos filter will be the best you can do...
