boot into safemode remove monitor drivers, exit and reboot reinstall monitor drivers
that should cure your problems, though if it don't try unplugging power pulling off the case side unscrew the video card pull it out and reseat it in agp/pci-e slot..
if that doesn't work try replacing the monitor cable as it may be faulty, either that or the cable is loose on the monitor or the video card...
if that fails try uninstalling video card drivers and try downloading the latest for your video card..
if that fails to fix your problem, it's possible that you either have a bad mobo or bad psu, if the video card supports a molex connector make sure its got power going to it...
a point to note: if you are using and lcd tv please read the instruction manual to see if it is complient with a pc refresh rate, just because a lcdtv has dvi and vga connection doesn't mean it supports connections to be used in conjuction with a pc..
