    Welcome to TechIMO.
You dont need 2 GPUs, to run dual moniters.
Try plugging both moniters into a single GPU.
Then you need to change your settings to Dual View, or whichever setup you want.

Is your crossfire setup already setup and working right?

Go into your Display Properties settings. Is your PC detecting 2 moniters? (does the drop-down box have 2 Moniter choices)

After you plug in both moniters, restart your PC.
Now you should be able to enable/setup a dual moniter setup with your ATI control panel, or the Display Properties settings. Im not familiar with the ATI control panel.
But heres a guide for setting it up in the Display Properties
