check the Bios and see if there is an option for Display initialization priority, some Bios's its listed as "Display Init", choose PCIe instead of integrated if it shows it, see if that works.
had similar troubles last year with my 2600 Pro and the old AMD AM2 socket Geforce 6100 based motherboard (pretty much the same as 6150, just that a 6150 has a DVI output besides a standard VGA).
as qrs mentioned make sure the monitor cable is plugged into the card too, not the onboard videos output.
