Welcome to TechIMO!
I'd say you are on the right track.
We need the info from your power supply label.
400watt should be enough for the upgrade, but not all 400 watt power supplies, are really 400watt.
The label info, will tell us if it is good enough,
12v amps, or 12v total watts, if more than 1-12v rail, is what we need.
Your CPU is probably going to be the week point, as it is only 1.8 gig, but the gamers will know better.
I consider the 6770 the lower end of high performance gaming, so it is a pretty good card.
The gamers will know more, but NSF needs a really good CPU.
I see if I can find the CPU upgrade possibilities.
Is this your board?

If you can find one, you want over 3.0gig
Core 2 is pretty old, so it still might be a little slow, but wait for other replies,

It is still important to get a Brand name.
If you go with a non-brand name power supply 500watts it could be no better than your present 400watt.
THEY ARE NOT ALL THE SAME, AND THE RATING IS USELESS, UNLESS IT IS A BRAND NAME.
A 400watt Corsair, literally puts out twice the power, of some non-brand 400watts.
Give us the power supply label info, before you get carried away, with a not needed upgrade.
I don't know how much you can over clock, but even if you can, it won't be enough.
Most modern games need a 3gig CPU, and you won't get much over 2gig, if that.
Shyguy, will be on later, he and others, will be able to elaborate, as I'm not a gamer, just a Flight Sim enthusiast.
In the mean time, I can tell if you power supply will work, if you get the information.
One of the NFS won't run very good on the best hardware, but I can't remember which one.
I have a much more power hungry card, and a Corsair 400watt is plenty.

Good chioce.
You don't need one that big, but it won't hurt anything.
It will also run the next level up, as far as graphics cards.Hard Sayin Not Knowin

the weak point is the CPU, the 6770 will be bottlenecked some on that CPU, but its better than the crap onboard video your using now.
OCing the CPU probably won't do much good, but will help some.
GTA4 runs like crap even on top end hardware, so don't expect much from it. Its just a really sh*tty programmed game for PC (Direct Console Port).
Just Cause 2, will fair much better, but your going to need/want a CPU with at least 2.5GHz Dual core or better for that, to really bring out the game play.
I run a 2.66GHz Quad core, 6GB RAM, and a Geforce GTX 470 (close to twice the 6770's performance) and I can run JC2 fully maxed out at 1920x1080 and get 40-60fps easily.
but also for games like GTA4, JC2, and other open sandbox like games you'll want a fast hard drive, to load the world data as you progress in it, and less stuttering and hiccup like effects.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

The E2160 is a very overclockable CPU. I had an opportunity to play with one and it maxed at 3.3GHz on my old abit mobo. Sadly, that Mercury Pi945GCM is probably a poor overclocker, but 2.7 to 2.8 GHz might be possible with default CPU voltage.
