440 is a little more powerful, but not by much, the GDDR5 on the 240 is one of the reasons why, I'd look for a 440 with GDDR5 on it to make it worthwhile.
Both are PCI Express (not PCI, aside from fact PCI & PCIe are expansions slots and naming their are two completely different interfaces) compatible no matter which version you have, as PCI Express is backwards compatible.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

Mostly true. However, there were multiple reports on older chipsets using 1.1 that pci-e 2.1 (amd) cards werecausing errors / not being recognized.
Hence the the reason I initially got my gtx550ti before I switched to the new rig, as my chipset showed compatbility issues.Main PC: AMD FX-8350 / 16gb DDR3 1600 / AMD 7970GE 1200mhz Core & 1600mhz Mem / Win7 Pro 64bit

I have never heard of FORSA brand before.
This would be a better GTX 440 then the one you list as it's GDDR5

there's really not much difference between PCIE 2.0 and 2.1. if its 2.1 its fully 2.0 compatible.
2.1 was a spec that AMD decided to use, which incorporated some of PCIE 3.0's standards into the 2.0 Spec, but otherwise is fully compatible with 2.0.
As far as I know NO motherboards are made with 2.1 spec slots per say, they are all 2.0, and these cards work in 2.0 boards no problem.
there has to be something else going on that is causing incompatibility.
With out more details and specifics on your systems specs and hardware, can't really suggest anything that will guarantee to be compatible.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

From his original posts he notes compatible with the 1.1 slot. It's hit or miss, but there are tons of issues out there with those idiotic 2.1 cards running in the 1.1 spec slots. Yet 2.0 cards are fine.
Ironically, the 5xxx series from AMD (which he happened) to try out, is one of the most notorious series for compatibility issues on it. Some say the 6xxx series are better, but again it's hit or miss.
2.0 is a guarantee though, assuming the psu is up the task otherwiseMain PC: AMD FX-8350 / 16gb DDR3 1600 / AMD 7970GE 1200mhz Core & 1600mhz Mem / Win7 Pro 64bit

well the way I read that post is they were asking in general what was compatible with 1.1, not that their motherboard was only 1.1.
But if they are wanting to stick with 2.0 only, the Nvidia is the only way to go.
a GT 440 with GDDR5 memory would be the best option in price and performance range of the Radeon 5670 then.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green
