Yes, DVI-I outputs on graphics cards have both the analog and digital copy of the same display signal. They take either a DVI-D cable from a digital device, or a DVI-VGA adapter that feeds the analog signal into a legacy device.
Now if your screen stays blank, you might
(a) have to push a few buttons on the panel to make it use the DVI input,
or (b) figure out why your graphics card doesn't detect the device on the DVI channel correctly. It might be a problem with the graphics card's BIOS, or incorrect plug&play "EDID" data in the display panel
