also if you do have programs running in the background will alsoslow it down ..firewalls antivirus scanners ect

ya the MSCONFIG Trick for ME but 2000 i use system mechanic to disable the programs from loading, any other tips that i might not have heard of that will make the game run smoothly

Just that you won't be able to run in the highest quality mode in newer games - and of course if it's a recent game don't go anywhere near your Anti Aliasing or Anisotropic Filtering switches ... but apart from that it should be ok.

im not sure if anyone else mentioned this, to get better preformance in gta3 make sure you turn off trailing in the video settings
