Hmm, that's a broad, sweeping statement, that - and about as blatantly untrue as you can get.
But having said that, ATI chipsets sometimes struggle with games that have been optomised for nVidia code. There was an article recently here about a new game coming out that should be better on ATI chipsets, that also had comments about why various games run better on different cards. I'll see if I can find it.
Sometimes the things we hear from so-called "experts" cannnot always be swallowed whole.

Back in the day, ATI did have driver issues. Now, their drivers are just as good as nVidia's, so the real problem is when a game developer goes overboard optimizing for a certain chipset. Your friend is wrong in his statement. The correct way to put it is: certain games work better with certain graphics cards.
