Perot's "Sucking Sound" Speech

Anyone know where I can obtain a transcript of this speech? I want to use his argument in a paper, but need the entire article.

I just went to the link theo gave and it is surprisingly relevant to todays problems. If we could have elected two out of the three we would be in great shape now.
