A four-stroke engine can not suck an A/F mix through the exhaust.... well I suppose "can not" is a strong statement, but I do not see many people spraying gasoline into an exhaust pipe.... especially a potentially hot exhaust pipe....
Considered consulting a medium?
Maybe an internal component of the transmission is not engaging properly. Changing the belt might have finally caused a drivetrain component to lose alignment, break a clip or spring, etc. Still, I have yet to tear into a lawn mower transmission, so I could be way off.

You have a drive belt on the wrong pulley... that simple.
Check out your manual again to confirm proper placements....

Thats the only way I see it.... hydrostatic drive systems can only work certain ways...  |

I suspect he has a standard manual transmission instead of a hydrostatic transmission. |

Personally, Id remove the deck of the mower and get the drive system functioning, then get the mower deck re-installed.
Usually it's just bolts or pins... most of the time cotter keys. |

Could be nothing than a belt has been routed on the "inside" or "outside" of a pulley, when it should be vice versa.
A service manual diagram would probably help resolve the issue real quick. |

I wouldn't doubt that at all... 
Don't most lawn/agrden tractors have a belt path diagram near the pulleys? |
