I'm not sure who deserves a slap more: the mother or the kid

This is unbelieveable!!

A boy aged three left one woman with a fractured skull and another shaken and bruised after hitting them with his toy truck.

I really hate to say this, as I loath the concept of "it's not their fault, it's society".

BUT - in this case - the victims share the blame for whatever the child is allowed to do next.

The pair later approached the toddler's mother, who replied: "Yeah, he does that to people sometimes.

So they knew he's done similar before. Yet:

The mother begged the women not to call the cops and they reluctantly agreed.

Cops said they'd have been unable to charge a three-year-old with assault. But the mother might have been charged with allowing the child to attack the strangers.

They should have filed charges, sued, or whatever it took to get that mother's attention & get her to straighten him out - plus this would have created an official record if anything more happens.
If the mother is unable to stop this at age 3, what will this kid grow up into? With proper records, a court could take custody when enough evidence accumulates.

Sounds to me like a potential teen-age mass-murderer with no sense of right & wrong!

After 5 minutes I know I would have given a swift kick in the pants to the kid, and two to his mother, but of course I would have been charged with child abuse and assault.

That is crazy.
