power outlet issues

Hey guys. I don't know much about wiring a house but I had a quick question for everyone. I tested an outlet today and it was at 110 volts or so instead of 120. My friend has been having issues with her laptop and I'm not sure if it's the wiring in the house. Would 110 be far enough out of spec to cause issues?

:-/ Damn...then i wonder what's up with this laptop :-/ Freaking thing is being super weird. Freezes at bios. Test ram, it's fine, tested hard drive, it's not a boot issue (like freezing trying to load the windows kernel :-/) I really don't know what the hell is wrong with it now.

Try running it without the battery or with a different one? Can you look at voltages in the Bios?
