The leadership of the Chinese government are technocrats. Chinese Premier Wen Jaibao is a geoengineer (rock and soil) by training. Chinese President Hu Jintao is a hydraulic engineer. So the top two are probably well suited to dealing with this sort of crisis.
The ability to move 20,000 troops with another 30,000 following inside 24 hours to deal with the crisis takes a lot of planning and infrastructure. It was already in place.
The rescue with the support of aid from around the world seems to be going in an orderly manner, considering the circumstances.
I would believe that within 3 years, Sichuan will be among the most modern parts of the world. This is the country that built the Great Wall in 10 years.
