The whole thing looks like Compiz-Fusion running on KDE4, so some effects are from KDE4, some from Compiz.

XGL is a X Server capable of providing OpenGL hardware acceleration (if available) for X, OpenGL 3D, multimedia video, and intermediate desktop compositing engines like Compiz. Quote:
