TV-in can be dealt with by a USB-unit. Pinnacle makes a decent one I think for around 80 bucks.

Internal video capturing probably isnt giong to be available to you, other than the huge 17" models that have horrible battery life, weigh a ton, and cost alot.

Dell is decent in terms of having a very reliable warranty, but not the best choice IMO for a good performance/budget ratio.

With the Dell 9300, could I upgrade many of the parts i.e. hard drive and memory? Are most laptops upgradeable?

With all laptops (except some of the really tiny ones) you can upgrade the memory and replace the hard drive. Besides that... not really.
