Put the Restore disk into the CD drive and reboot. Enter the bios and make sure that the CD is set as the first boot device.
More than likely, one of the assorted viruses or trojans has disabled the CD drive in Windows.

I would format the HD and clean install of OS
don’t waste time trying to fix win reg keys hmm just create a boot up floppy and format the hardrive.
After formatting just set boot sequence 'CDdrive' first and boot from a restore CD and do a clean install |

Lappy has to be able to boot usb devices. Make sure in bios its enabled, and set before the hdd in boot order. And that legacy usb device support is on. |

if its USB floppy its the same thing just unable boot from a bios - set the boot order before the hardrive
you can get boot up floppy at http://www.bootdisk.com/bootdisk.htm
its a free download
when you boot up of the floppy just type
'format c:' enter
ask you if you are sure
press 'y' enter
and you are formatting your hd
after the format is complete just put recovery CD in to your CD drive and set boot order CD drive
bingo you are installin win
