My Dell does the same thing. I am not sure if your laptop is built the same way. Mine has a heatpipe connected to the CPU that curves around in front of the exhaust fans. It has a heatsink on that end of the heatpipe. The fans turn on and off at regular intervals because it heats up and the fans cool it down.
There are applications out there that may be able to override the fan speed but its best to just let it do its thing. Its spinning the fans up and down for a reason. It gets too hot, it turns on to cool the system down. It cools down, it turns off to conserver battery power.
