cpu throttling down during gaming

Hi I have a hp dv7-1135nr laptop. spec's are 2.0 amd turion x2 rm-70.
the problem I am having is random lag spikes while either gaming or using programs like skype or firefox.
I downloaded a program called cpu-z . I ran cpu-z during my normal usage of the laptop.
I noticed that my cpu's clock speed would drop to 500 mhz even while gaming.
I Have not managed to find a speed stepping option in the bios .
I also have the power profile completely turned up.I have also recently updated my bios via hp's techsupport.
Does anyone Have an idea of how to shut down the speed stepping.

The reason for the speed stepping is to prevent damage to the CPU. It only lowers the clock speed if the CPU is approaching dangerous temperature levels.

If you disable speed stepping the CPU can be damage from the heat.

Since this is a laptop, you are limited on how to bring the temperature down. What kind of surface are you using the laptop on? Make sure that you are not using a surface that restrics the fan vent and completely covers it. (Like sheets on a bed)

You can buy a laptop cooler that has a built it fan which will help bring the temperature in the laptop down.
