    Welcome to TechIMO!

That is basically about the standard config for a $400 notebook these days.

The Athlon II processor compares somewhat with a similarly clocked Intel Pentium dual-core processor, and you are getting ATI Mobility Radeon HD 4250 graphics with the listed AMD system contrasted to the comparatively sluggish Intel graphics offered by a similar Intel Pentium or even Core i3 system. The Mobility Radeon HD 4250 is an entry-level solution in ATI's lineup, but it at least might decently handle the occasional 3D game at low resolution and decreased complexity settings.

Its a very decent laptop for around $400-$500 price range. The question is do you need a laptop at the moment, is this the best you can find in your price range, and can it do what you want to do on a laptop?
