D865PERL Won't boot unless...

I just bought an Intel D865PERL motherboard and built mysel a new computer. P4 3.2GHz, 2GB RAM, 120MB SATA HD. I was able to install windows XP Pro, I installed several drivers, I was asked to reboot the machine several times and I did with no problems.

When I turned off the computer, and later turned it on, it did not boot. The fan starts but I don't hear the hard disk and I can't see anything on the screen.

I decided to remove the CMOS battery for 10 minutes and put it back on and IT BOOTED!! GREAT!! But... when I turn is back off and then on again the same thing happens. If you reboot, no problem, but if you turn it off and on, it won't boot.. the LED for the hard disk and floppy drive won't even light up.. and of course nothing on the screen.

I installed the:

Intel Express BIOS update [RL86510A.86A.0085.P19.EB.EXE] (2111KB) P19 6/30/2004 Download

but I am still having the same problem.

Can somebody please help me...
The weird thing is that everything worked fine the first time I turned it on?

and my processor is an Intel 3.20E GHz 800MHz Bus 1MB L2 cache
BIOS version RL86510A.86A.0085.P19
Video Card: ATI Radeon 9550SE AGP 128MB
