What do you currently have?
Do you live in the US or somewhere else?

If your current computer is OLD, then you most likely wont be able to upgrade it into a gaming PC. And will need to purchase/build an entirely new PC.
400 dollars? 400 yen? 400 gold pieces?
What games do you want to play? |

currently for US pricing, about $50 for 2GB of DDR2-800, maybe $100 +/- for a CPU, $150-175 for a GPU, $50-100 for a decent Mobo...
so its possible, but won't be top end...
take for example... http://www.newegg.com/Product/Produc...82E16819115031 http://www.newegg.com/Product/Produc...82E16813128059 http://www.newegg.com/Product/Produc...82E16820313019 http://www.newegg.com/Product/Produc...82E16814130334
comes out to a little more than $400, but can drop the price a bit by going with one of the new Intel Dual Core series chips instead... http://www.newegg.com/Product/Produc...82E16819116063
or by going with an AMD setup... http://www.newegg.com/Product/Produc...82E16813128327 http://www.newegg.com/Product/Produc...82E16819103210
even some of the cheaper $50-60 AMD CPU's would be a huge step up from what he has now...
which means that extra saved can go to a new PSU that can handle the whole new setup.
a good FSP 400-500+ watt PSU can be had for about $50 or so... so yes might need a few bucks more, but if parts purchased wisely you can get away with a decent new upgrade for the $400 range these days. |

I'd just buy more RAM and a semi-decent video card. Your situation isn't horrible but $400 is pretty tight. You will see a big difference with just a graphics card upgrade. I'd spend $100 and save more money.
I'm building a micro box for the kids but it will have integrated graphics (1250 or the new AMD780G) because I suck like that. 5000 AMD Black Box, 4G RAM, etc. The whole thing is under $500. |

IMO, 400 is more than enough for an upgrade.
Grab another Gig of RAM, a new video card and probably a FSP PSU and you are good. Especially if you are just looking at CC3.
He's upgrading the PC, not building one....
I can play CC3 on a P4 2.4, 2 GB RAM 6600GT !!! JFYI That's using a CD image of CC3 I mind you. Graphics could be better though.
Edit, You could go with an ASRock motherboard ans use your current hardware. But that's really going cheap!

I'm with shyguy, I think $400 can go pretty far. Gigabyte DS3L - $89.99 2gb DDR2 800 - $42.99 (W/10 MIR, $33) Intel E2160 - $69.99 (I had this one, Overclocks to 3.3ghz no trouble) 9600GT 512mb - $153.41
$356 total (not counting MIR)
And less than $10 Shipping.
This setup would be enough to play any game out there.
It even leaves enough for a new PSU, granted I would also recommend looking at a hard drive, as well a dvd drive or two, plus you'll want to go sata. But if you get the base components, you can add drives later, and change the case, etc, the guts are what matter most anyways.
