I cant poweroff my PC,unless its in the very beggining of the poweron cycle when rtying to poweroff, from the xp or even from the BIOS setup. it is powering off and than on again
To power off, I have to hold the Power on/off botton for a long time while passing some point , and only then it powers off

You should not have to hold the power button to do a shutdown. That is for emergencies only.

Go to Control Panel > System > Advanced > Startup and Recovery.

Untick "Automatically restart" and set memory dump to None.

Hopefully, you'll get a blue-screen error with a message next time. Note the complete error.

I would suspect a bad power supply then.
