I posted a similar problem a couple months ago and Eagle1 offered this solution which straightened the whole thing out, just follow this link and see if you have tried it
http://tvtool.info/index_e.htm
download the TvTool and see if you have any luck

I have the answer for you.
My friend had the exact same problem and no choice but to use the s-video cable to watch the stuff on his T.v and it works perfectly.
Best of luck

I have the answer to that questation. ATI has a two outputs.
S-video and 15pin connecter. There is advane settings on display properties. ok, now go to display tab. click on the t.v moniter.
then you should set the output going into the t.v. That you can figure out what do now. If it don't work then go there website and download lastest driver for the video card. I have ati 9000 64mb graphic card and it has t.v out too. S-video work best because the other is too distorted and blurrer. Also color look too dull or bleeding. The lastest verison for the graphic card work best.Last edited by Hiphoplistner; March 2nd, 2004 at 11:47 PM.
