How to decode an MP3?

Anybody know the decoding algorithms or any other information regarding MP3s?

I am writing a program that will play MP3's. But I want my program to decode them itself, rather than what I currently have to do, is use the Windows Media Player control.

While I don't know the decoding algorithims, you can take a look at the source for mpg123.

I don't know what language you are looking for this in, but mpg123 is in C.
