I have a set of Altec Lansing. Some 5.1 system about a year old. It was pretty nice but I've well blown the left channel. I'd probably buy from them again but I'd put a bit more moeny into it next time.

Proffit,
Why would you want to downgrade to the Inspires just because of 7.1?Audio 1337:
SB3 -> PS Audio Digital Link III DAC -> Cary SLP-05 Reference tube preamp -> Plinius SA-102 amp -> Martin Logan Summit

I don't think anything is any better than anything else, really. It's all a matter of personal listening preference. I have had my Altec Lansings for a couple years now and I'm happy with them. I have heard a cheap Logitech system and wasn't impressed. I have heard a good Logitech system and was very impressed. Same for Klipsch.
If you spend money, you get better sound, that's pretty much how it works.

If you can afford to get them, get Klipsch.

is - Would Altec Lansing CS21 2.1 speakers be considered as 'good'???ie. low-end, mainstream or high end?

You can destroy a speaker in several ways, and there are several ways of doing it. The most common, of course, is by simply playing it too loud. You can burn out the voice coil from excess heat (which basically warps the coil and causes it to contact with the magnet), or you can even rip the cone, if it's a pulp or paper cone. I've seen people punch perfect circles in their 18" PA subs by driving them too hard, or one time, someone did something that made the system "pop," which caused the cone to split, and took out all the amps all at once. That was fun.
Anyway, no idea on the CS21s. They'll rank what they cost, is pretty much how it works these days.

I have heard very good things about Klipsch, but I also hear it is very pricey... if you can afford it then it may be worth looking into.
My personal preference? Creative GigaWorks S750
Why?
first of all, 7.1 sounded like a good number... you would expect some pretty extreme surround effects. Then, you compare the 700 Watt total system power to any other set on the market, and even the next model down from the gigaworks is only about 95 Watts total system power, and the price is relative, quite a jump in power and price but it seems relative. Still, for only $400 to the front door at the time I ordered it, you just can't beat the price for 7.1 surround and 700 Watts of power... Just think about it, some of the best surround systems designed for computer max about 40 Watts to the Sub and 20 Watts or so to the other speakers, the GigaWorks puts 200 Watts to the Sub and 70 to EACH of the 7 speakers!!! It is a bit complex tuning the set, I am using the Creative Audigy 2 ZS Platinum sound card, it is interesting but worthless having two remotes to control the Audio alone... but it is just amazing compared to home surround sound. Like I said, the tuning is extensive and can be difficult, but it is well worth it when you watch DVD movies and you see a shootout scene and bullets are literally surrounding you and ricoche everywhere. The Sub is extremely powerful!! I think the biggest downfall is the fact that I have yet to find something encoded in true 7.1 surround... however the GigaWorks can make up for that with the Upmix feature to merge 5.1 or 6.1 up to 7.1, and I finally found that the Audigy 2 can upmix 2 channel stereo to all 8 channels.
Definitely a must buy!!! Check Pricewatch.com for the best prices.

The point was, since you missed it, is that if you are going to claim someone else did the same thing, provide proof to back up your statement. If, as you said, it was "one click away".
Oh, look! A NEW Obama scandal!!!
