is it going to work "plug and play' for lack of better term?? If I put it in the computer, will the computer know what to do with it? |

Sound cards sometimes work by just installing them, but usually you have to install drivers for it. Installing drivers can be done a couple of ways, but the sound card will have step by step instructions on how to install it. It's usually as simple as installing a normal program.
Make sure that the speakers aren't the problem first by following redfury's advice. This is very important.
If you do need a new sound card, you can get them for very cheap, such as this one for $24. |

Well, sometimes you can generate noise through your speakers simply by pulling the plug and handling the end while they are powered.
Figured out my problem...cats |

plug the speakers into a walkman to see if the speakers themselves are working, if they are, then buy a new sound card |

follow the advice of pulling the plug out of the back of the computer and either touch the metal part with your finger, or touch it to the back of the case and see if it produces any noise |

Is the light on, on the speakers for power? |

Probably blew the wall wart (if the speakers have one).
