Tuner Cards Wont Work. Plz Help

ive got a hauppauge 150 LP and a Pinnacle 800e USB tuner. Both have there own problems.

The hauppauge dont do ANYTHING, not showing up as even plugged in to PCI x1 slot. tried unplugging and plugging back in. Windows don't recognize it. Use to work now it don't, works in other pc's.

Pinnacle was usually my backup / laptop guy but now when i plug it in and install the drivers it say under device manager
"The drivers for this device are not installed. (Code 28)

To reinstall the drivers for this device, click Reinstall Driver."

If i try to reinstall it says
"An error occurred during the installation of the device
The system cannot find the file specified"

even though it copy's over all the files just fine,

Both tried installing with the newest drivers out. Both fail.

Both work in other pc's

Anyone got any ideas as to how to get my beloved TV back? =(

Little side note here (the whole reason im trying to get it back) theres a new program (i think its new) out called ORB that allows you to share files to your 360, other pc's, smart phones, iphones (there not smart IMO) and other devices with internet. Works fantastic, even lets your stream tv and your webcam over to your phone. As well as pictures, music, documents. Even allows full browsing and downloading of files on your hard drives. All free. Formats arnt even a problem as far as music and movies go.
To find it just search Orb Networks. (hope this don't count as spam or anything)

So if anyone can help please do =(
