11565 bit format wav can't open or convert

I am using a customized text-to-speech program that is running on a virtual PC on my Mac. One of the options in this program is creating a wave file of what it "says"

I tried opening this file in windows media player, quicktime, audacity and logic pro, which gave the "11565 bit format wav can't open" error.

How can I convert it to mp3?

The 'File' in yer post won't open, so I'm flyin blind here. I use this free converter:

Audio Sound File Converter Software- Convert to wav files and mp3.

The only thing I can see is the bit rate is unusual. 11025kbps is the closest standard rate, so I'm not sure if Switch will work either. Can you set a preference in yer T-T-S app to export at a different rate?
