getting about 1/3 download speed, but full upload speed on DSL

We have zoomtown DSL here in the greater cincinnati area, thru cincinnati bell...
when we first subscribed the service was 768/384.
Quite some time ago, EVERYONE was upgraded to 3mbps/768k.
I see every bit of 768k up and ~750 down. In KBps, I see anywhere from 80KB to 100KB. However, everyone else I know on ZT sees almost the full potential, which is ~300KBps.

I've tweaked, i've tried, i've replaced cabling within the house, etc. No help.... can anyone offer up any other ideas? I called up tech support and there's too many packets being dropped at the 3mbps speed, which is why they throttled back to 768kbps, where no packets were dropped.

If you're asking why you're getting 768kbs on 768kbs line, the answer is that because it's the maximum the line can do.

If you're asking why they throttled the speed from 3mbs to 768kbs, I'd guess it's because the cabling is so bad where you live that it can't hold that throughput.

In any case, you can get best answers from your isp.
