Should I call my ISP about this?
Recently my DSL (384/128) has been acting funny. I am downloading at 3.8Mbs from the fileplanet servers. For some reason it is crazy fast for DSL. I cant for the life of me figure out why the speed has jumped so much. I have done several tests at DSLreports.com and they all show similar results.
My question is this, should I keep my mouth shut or should I call the local telco and have them "fix it"?

I assume you mean 3.8 Mbs. 3.8kbs (kilobits/second) would be average dialup speeds.
As to the thread question: Is this REALLY a question that needs to be asked?

Many places have been doing upgrades to thier service. I got a bump also without asking. They do not even sell the speed that I originally bought my DSL at.
