That is possible. Typically DSL companies include a firewall on the DSL modem, so he'll have to remote into that router and configure that.
Another question I have is what exactly is the problem that he's having? Are the DL's not working at all or are they just reduced in performance compared to what bandwidth his ISP offers? Also, is he able to perform uploads and not downloads, etc. A few more details on the actual issue, please.
Another thing you may consider trying is a different port. If that doesn't work go into uTorrent then go to the tab Options - Speed Guide. At the bottom you will see "Test if port is forwarded properly." Ensure the right port is in that box and then click test. A website will pop up, if it shows up green then it's not the port and could be something local on the computer stopping it or possibly your ISP. Good luck.

Go there and check to see if your modem/router is listed, they have illustrated guides for setting things up correctly.
You might also try disabling windows firewall to see if that is the cause then eliminate your router as a possible cause, its usually 1 or the other.
Without knowing your router model its impossile for anyone to give you detailed advice on it, but in mine i have to set both Inbound and Outbound rules for specific ports.

Alright heres the WHOLE deal....
He has a DLINK DI-524 router.....and his modem is from bell....a speedstream 4200 i think.....
The problem is the d/ls go.....but they dont get up in speed like they should....but his upload is perfectly fine.....
Also we've tried a different port and got the exact same result......becuz theres a little icon at the bottom that goes red when the port is forwarded wrong or something like that.....and goes green when it's fine.....but we can try that checky thingy....
Also portforward is what we've used all along....so nothing wrong in that area |

try two things...go into options and put a smaller limit on number of connections per torrent and number of active torrents allowed..reduce active torrents to like 4 and reduce number of connections per torrent to 10-15...see how this goes...it sounds like your connections are being hit too hard...good luck... |

i'd say call your isp first and ask if your dsl modem has a router on it an if so how do you log into it...you will probably have to connect the computer directly to it for setup, though...good luck... |
