Mainly it has to be the webserver that is setup for HTTPS to fully be encrypted

A VPN will encrypt the data to the VPN server BUT when it go to the vpn server to the website its hitting the internet. The VPN only protects the tunnel created by the user and the server.

The VPN has to go out the internet to make the request and if the website is not using HTTPS/SSL then its not gonna be secure

These "various places are wifi hotspots, library, etc???

Backbone is not a concern to most...

Spawn, if you want a through and through encrypted connection it will have to be a server from your house. Even that is not going to be encrypted... That's where the idea of TOR came about. But that too has flaws. Timing attacks, and you don't know who runs a TOR server. Plus, it's slow has hell.

VPN is what you need... If you are using a site that is supposed to be using SSL make sure it is! There's a padlock icon in the browser.
