Apart from it not being possible, I don't even understand what you're trying to achieve...
They would use their (slow) dial-up connection to use your internet connection...?!?!?!?

Can you give us a bit more information? Are you wanting him to dial into your network so you can share things or do you want him to connect to you so he can get internet? |

In theory, he could use his dialup to Remote Desktop to your pc and then he could take control of your pc and access the internet.
BUT, you can't use your pc while he does this AND, he'll be going SLOWER then is his now....The info he gets has to go back to his pc via the dialup connection.

Or, he could create a VPN link, but this would be even slower for browsing.
With RemoteDesktop (RD), or VNC for that matter, they would control your computer, so browsing would be done at your speed. However, the data on your computer would only be sent to them as fast as their dial-up would allow.
If you set up a VPN, then the default is for internet data to go through the VPN tunnel to your network, then use your gateway to access the internet. This would mean that if they did a TRACERT to any website, you would see it going from them, to you, then out - and is likely to crash out due to the latency involved. This often happens even when using broadband internet at both ends, so it will be worse using dial-up..... |

If he has to use his dial-up to connect to your network, but not to any computers/data, then go from your network out to any websites, then he would be quicker to just use his own dial-up...
If you want to be a reseller then you would need to talk to some of the ISPs, and you can "sell" (rent) him a connection on a broadband speed line. That makes much more sense, would earn you some £££ and give them a considerably quicker internet connection..... |

WOW . . . I mean . . . just WOW.
I ~suppose~ what you're trying to do ~might~ be possible.
Once connected, it ~might~ be possible to bridge the two connections. Of course after you set up "Internet Connection Sharing" - and the like.
I've never even imagined trying to make something like this work. But please be aware that you're going to break every terms of usage agreement you've setup with your ISP itself, and if they find out about it, they could drop your service completely.
But legalities aside, if it ~were~ even possible, the physical limitations and stress to that little dial-up line would absolutely kill any sort of data throughput you had in mind, and most likely EVERYTHING would time out, and the other user wouldn't be able to web-surf, or pretty much do anything else.
