Problem with D-Link D-524 router

The connection at home is PPPoE and the router does't have the option to change MAC address. So I called my ISP and changed the MAC address with the router's. I made all the settings that I read from the manuals. there is a cable from the router that i plugged in my desktop computer and my laptop is connected wirelessly. Both computers are connected to the router, the router - to the internet via cable modem. But the speed of the connection is around 1-2kbps. I don't know why is that, so please help me. I found out that the status LED has to stay always on, but mine always blinks. I read in the manuals that if blink it means that the router is ready and if it is on - it is connected to the internet or something like that.

That router is quite capable of cloning a MAC address. You would find it on the HOME tab when you press the WAN button. You would have seen that when you input your PPPoE username and password. Perhaps you didn't grasp the "cloning" concept; it's not exactly intuitive.
So, right now, you should have a cable running from the single WAN port on the back of the router to the modem. You referred to this as a "cable modem", so we should first of all clear up whether you have DSL or Cable service. Which is it?
The desktop computer should be connected to one of the 4 LAN ports.

Blinking is good. When the Status light blinks, the router is ready.
If you have it connected properly, then pull the power plugs from the back of the modem and also the router. After 15 seconds, plug the modem power back in and wait 60 seconds before plugging the power back into the router. Reboot your computer.
