dialup as bakup of dialup

I have a broadband connection. I want to set up cyber cafe where broadband is the main connection and dialup will be backup. when broadband goes down dialup connection will work and when broadband will up ,again dialup will go in backup. So what device will be best for this scenario (should be cost effective)?

I'm thinking getting seperate phone lines or a phone system to handle multi lines would cost a lost more then getting a second broadband connection from a different ISP.

If this is for a cyper cafe you want something good. They're not cheap but a Cisco 1841 with an ADSL WIC will do the job very well

Have you looked into the legalities of starting a cyber cafe or are you just going blind into this?
