Trouble connecting to wireless networks outside of home

I've recently reinstalled windows onto my laptop (Dell Inspiron 1520). I downloaded all necessary drivers etc and am able to find the wireless connection at home. However, when I try connecting at another persons house or school I am not able to find any connections.

On my inspiron there's a slider on the right that turns the wireless on/off and slide it towards you and a window will pop up with the wireless connections in range. For some reason when I push the slider to find connections the window doesnt even pop up. When I realized that wasn't working I would just click on the bar on the bottom right hand corner of the screen (that shows how well the connection is - green = excelent, yellow = good, etc etc) and that would bring up the wireless connections. But even THAT'S not there anymore...

I have no idea how I'm even able to connect to the internet at home. It just works...

Any ideas? I'm totally clueless. If you need any other information or anything just let me know! I'm desperate!
