Steep decline of internet speed

Alright well here is my problem guys, Im currently running a full desktop PC directly hooked into an internet jack in the wall to my computer via ethernet. However just a few days ago I have noticed a severe decline in internet speed. The first sign of this was just crazy downloading lag and horrible speed for watching streamed videos. I did run a few full scans that came up blank for my pc. Also as a note my computer has more firepower then most people ever need so I know its not because of out of date or lacking hardware.

Is it possible that my ethernet cable has gone bad, or could this be something more internal?

So far I have attempted to do a system restore for a date well before this started- no luck. I also tried a few restarts and resetting of my internet cable- no luck

I will try and use my labtop via the same cable to see if the speed is still bad at the same wall port and post and update shortly.

Telling us its plugged into a wall port means nothing.
where does that wall port go?
is this a work station hooked up to a network at your job?
does the wall port connect to some kind of hub or router?
is this in your home or somewhere else...
give us all the basics or its hard to tell you where to start.
you should really use a speed testing website rather than just going by "real world" results

by saying its a wall port im saying no router is involved, what it looks like under a network sharing center view is my computer is going through a multi network system to the internet, in total their are 6 networks split in 2 groups, 4 and 2. Thats all i can get as of tonight because I would have to call someone regarding further information on how they process the connections. I used to a standard router set up at home so thats probably adding to my confussion lol

Test results vary but they show consistently bad ping this is my result
Ping- 157ms
Upload-1.76 mb/s
Download-1.38 mb/s

Are you at a college or something? Do you even have access to the network equipment? Is the network shared among other users in a building? If so there really isnt much you will be able to do if you dont have control over the network.
