routers and switches OPERATING SYSTEMS

Dear all,
I have to give presentation on the below topic. but i am confused.

" Routers and switches also need operating systems but they have to be very specialised. Discuss how these systems will differ from a traditional operating system. "

here do i need to differentiate between present router operating system and traditional router operating system??
OR
do i need to differentiate between present router operating systems like CISCO IOS and traditional operating systems like windows , linux etc...??

Discuss how these systems will differ from a traditional operating system.
Sounds like Win/Lin, Sun, Mac etc.
