Any other errors systems? dialogue boxes ect? 169 ip is associated with a bad connection but it could be caused by a few other things.
How is your network setup? wired? wireless?
PC direct to the modem or through a router?
Any other devices on the network? if not anything you can use to try to test the connection?
Have you tried another cable? or network card.
post the output of "ipconfig /all" and we can take a look at it to see what might be going on
Formatting windows for a network error is like buying a new car because you have a flat tire. It might solve the issue but its a bit overkill and doesn't solve the original issue. If its a bad nic card or cable and you do a format you've wasted your time.Last edited by RicheemxX; November 17th, 2011 at 07:00 PM.

Download Malwarebytes in Safe Mode w/ networking. Install it, update and run a full scan while still in Safe Mode. This usually clears up AV security. It's free too.
Uninstall AVG. It is most likely broken.
Duh, you internet isn't working on that PC...
Download to a flash drive on another PC that connects to the net, but still install & run Malwarebytes in Safe Mode.Last edited by JLK03F150; November 17th, 2011 at 07:18 PM.

I'll just post the link w/o re-writing all the instructions
Remove AV Security 2012 (Uninstall Guide)
go get malwarebytes [link here], turn off system restore, boot to safe mode run the scans remove the entire virus. The rest of the instructions to get you back online should be in the link.
If that doesn't work then we can try some other things. But I'd start there.
opps a little slow on the reply, yeah you need to turn of system restore and if malwarebytes didn't work try Aviras rescue cd Avira AntiVir Rescue System - Download
or the smitfraud fix

Read RicheemxX's link to Bleeping Computer. Especially the parts about proxy & hosts. Those need to be fixed manually.

Out of curiosity is it 169.254.*.* ? As in APIPA range (169.254.0.0 to 169.254.255.255)? Is DHCP even enabled? I'm not a network mavin but (and GZ correct me if I'm wrong), but you could be experiencing the inability to connect because your net is NOT set to auto-get IP addys via DHCP or an addressing error/conflict may be taking place.
Please do this as it would be most helpful in determining if it is an addressing problem, conflict, etc. Go to Start | Run | Command then at the prompt type ipconfig /all as Richeem suggested and give us what it says (you can copy and paste it from the MS-DOS window to here).

It probably won't hurt to do that anyway if you think it may be an addressing conflict! If in doubt that it is though you should come back here and still post the results of your ipconfig /all
Not working still after you restart? Rereading Richeem's post I'm actually going to ask that you give all that info as it is spot on for determining the problem you're having. Then work systematically and address whether or not it is a AV matter or not (no point in touching on that if it's a networking error).
So he said...
& it'll be helpful to know what other programs run when you start your computer, but we'll play it post-by-post addressing the above matters first.

How are you plugged into your modem, by USB or cat 5 cable?
If by cat 5 do you get a link light at all?
What modem do you have?
