Limiting data on windows laptop while tethered?
I'm sure there have to be plenty of methods to achieve this, but I'm having a hard time finding the right google search to find the answer so please forgive me if this has been answered.
I'm wondering if there is a program that would allow me to set profiles to limit the amount of data my laptop will sucks when tethered to a phone data connection. Realistically I'm wondering if there is something that lets a person apply policies that would only let say one or two programs (ie web browser) use the mobile data connection. When I'm on wifi I'd like to pick the other data usage profile.
There seems to be an abundance of stuff like this for Android, but I can't seem to find anything to easily achieve this on a standard Windows laptop. I do realize that a firewall can be configured to do this, but I'm unaware of any of them that let you pick profiles quite in this manner.
Is there anything out there tailored to this type of use?

Have you looked into netlimiter? I'm not sure what the program looks like currently, but I believe it could do what you're talking about the last time I used it.
