Using mlppp, software from Midpoint, or certain analog routers can do the dual modem connections.
Since you can't do mlppp then you only seem to have two options.
I haven't worked with this technology for a long time so my information is rather old.

You could get a used WebRamp analog router for less than $100 US at Ebay. I had a few of the 300 series modles which were very good. I also tried a 200 series with one internal modem but it had problems passing SMTP (outgoing email.
I never tried them, but there were a couple software solutions to do this too. One was even made by the WebRamp people.
As for redundancy in higher bandwidth applications, there is a ~$400 router that seems very good for this. I plan to buy one once my area has another high speed access method available. http://www.nexland.com/products/product.cfm?id=4
